With over 35 years of experience in public and private sector providing municipal services working for cities, counties, and special districts throughout California, Arizona, Oregon, and Washington. Phil has provided technical and strategic assistance and support to municipal / public managers as well as elected officials, City and County elected bodies and the community on various public programs, policies and activities, and projects. He has successfully led the incorporation of several new municipalities in California and negotiated all aspects of the creation of these new entities including revenue neutrality agreements.

Phil founded Pacific Municipal Consultants in 1995 and managed the overall operations and growth of this company until it was acquired in 2015.  He is most proud of creating a company environment that enabled so many professionals to achieve their personal and professional goals while always focusing on doing what was right for each individual client.

While Phil is not at work, he is still working (or at least that is what everyone thinks). He enjoys spending time with his wife, Debbie and their two adult kids Kendal and Nick.  Phil also decided to take his first hike on the Pacific Crest Trail and while he did not complete the entire journey, he is looking forward to getting back on the trail in the future.
